House Arrest / Electronic Monitoring Program
Goals:
To provide community-based sanctions through house arrest/electronic monitoring (24 hours per day, 7 days per week) as an effective means of protecting the public against crime; and overcrowding of the juvenile detention and parish jails.
Objectives:

Reduce the recidivism rate or repeat offenders by one-third.

Increase public safety.

To provide an alternative to incarceration of non-violent offenders.

Keep prison and juvenile detention beds free for more violent offenders.

Keep violent offenders off the streets at night.

Permit nonviolent offenders an opportunity to remain employed.

To reduce overcrowding of the juvenile detention center.

Allow law enforcement officials and parents to more closely monitor juvenile activities.

Provide electronic surveillance and appropriate treatment where necessary to reduce recidivism.
